Such opinion was expressed by professor of the center of researches of modernization of the European university in St. Petersburg Dmitry Travin during a seminar of School of civil leaders on October 19 which passed on the NEFU basis.

"I don't know and nobody knows what will be with currency. Against Russia sanctions are accepted, and matter isn't that business treats Russia badly, and that investors don't want to be involved in all these political dismantlings. Force of negative information such that is required some years that everything was normalized. Even if prices of oil will cease to fall, for the next 10 years is expected times of the Soviet Union the 70th: zero economic growth, decline in production. If prices of oil still fall, it will be horrible " ‒ professor Dmitry Travin speaks. Professor connects falling of the prices with the beginning of active development of slate oil in the USA and considers that there aren’t special bases for optimism.

The chairman of Ural-Siberian national Assembly Vasily Melnichenko emphasized that in Yakutia "Could construct the plant making heat-insulating material, eternal materials". Also he spoke about the Chayandinsky field which will bring 400 billion dollars: "That this money too remained with you, you need to think of it". He noted that in the village there are more than advantages, than in the city, it is more than air, the sun, and still parking lots of cars.

In conclusion of a seminar the director of the regional program of Independent institute of social policy Natalya Zubarevich emphasized a special role of the human capital in development of the region, having noted that quality of this capital is estimated first of all by the population share with the higher education: "The higher education defines social mobility of the population. And in Yakutia this indicator at rather high level".
